MOQ and lead time in meat trade: what actually sets them

Why minimum order quantity in pork export follows container and pallet logic rather than an arbitrary number, what really drives lead time, and what a buyer must supply to get a firm answer.

Minimum order quantity in pork export is rarely a number the seller invented. It is the smallest unit that can be produced, certified, sealed and cleared without the fixed per-consignment costs overwhelming the cargo value — normally a full reefer container for deep-sea trade, or a pallet configuration for intra-EU road and short-sea groupage.

Why MOQ follows the shipping unit

Several costs attach to a consignment however small it is: the official health certificate, the transport document set, the customs entry at destination and the reefer equipment. Halving the volume does not halve those costs — it roughly doubles them per tonne.

Two physical constraints then set the ceiling:

  • Container payload. Payload is maximum gross mass less tare. A reefer's tare is higher than a dry box's because it carries a refrigeration machine, so at equal size it takes less cargo.
  • Road weight limits at both ends. Directive 96/53/EC caps a five- or six-axle articulated combination at 40 tonnes in international EU road traffic. The 44-tonne limit applies only to a three-axle motor vehicle with a two- or three-axle semi-trailer carrying, in intermodal transport operations, containers or swap bodies up to a total 45 feet. On dense cargo such as boneless frozen pork, the road limit often binds first.

Pallet logic works the same way. The EPAL Euro pallet measures 1,200 × 800 × 144 mm, weighs roughly 25 kg and has a safe working load of 1,500 kg, so cartons per layer follow that footprint. Wood packaging must also be treated and marked to ISPM 15: Article 43 of Regulation (EU) 2016/2031 admits it into the Union only where it has had an approved treatment under Annex 1 and bears the Annex 2 mark.

A third constraint is specific to meat: cut yield. A carcase yields hams, shoulders, loins, bellies, ribs, trimmings and offal in fixed proportions, so a full container of one cut only exists if enough carcases are being broken in that window. Mixed loads are common for that reason, and a single-cut order takes longer to assemble.

What actually drives lead time

Production scheduling

Meat carries a clock from the moment it is produced. Regulation (EC) No 853/2004, Annex III, Section I, Chapter VII requires a temperature throughout the meat of not more than 3 °C for offal and 7 °C for other meat, attained before transport and held during it, subject to defined derogations. Meat intended for freezing must be frozen without undue delay, taking into account where necessary a stabilisation period.

Frozen has its own timetable. Under Council Directive 89/108/EEC the temperature of quick-frozen foodstuffs must be stable and maintained at all points in the product at −18 °C or lower after thermal stabilisation, with brief upward fluctuations of no more than 3 °C tolerated during transport. Blast freezing, stabilisation and cold-store staging consume days.

Chilled poses the opposite problem: it cannot be produced early and parked. It is scheduled backwards from the sailing or truck departure, which is why a missed cut-off costs far more than on frozen.

Certification and establishment listing

This is the step buyers most often underestimate. In Spain, official health certificates for products of animal origin are requested electronically through CEXGAN, the application run by the Ministry of Agriculture, Fisheries and Food, and issued by the official veterinary services. The model is specific to the destination country and the product, and some destinations also require the exporting establishment to appear on their authorised list.

If no agreed model exists for a destination-and-product combination there is no lead time to quote: the authorities have to negotiate one first. Listing regimes move as well: registration systems are revised and registrations run for fixed terms that must be maintained, so confirm the current position with the competent authority.

For consignments entering the EU, certification and pre-notification pass through TRACES, the Commission platform that forms part of the Information Management System for Official Controls under Regulation (EU) 2017/625.

Vessel schedules and cut-offs

Deep-sea reefer services sail on fixed rotations: a container that misses the terminal gate-in, documentation or VGM cut-off waits for the next sailing, and each transhipment adds fixed points. Under SOLAS chapter VI the shipper must provide a verified gross mass for a packed container, and that figure is a condition of loading it aboard, so carriers and terminals set submission deadlines around it.

Documents and payment mechanism

Cargo that arrives without the right paper sits. Original bills of lading must be surrendered before the goods are released unless a telex or express release is arranged, and reefer demurrage accrues meanwhile. Where payment is by documentary credit under the ICC's UCP 600, the credit fixes a period for presenting documents after shipment and an expiry date, and documents presented outside either are refused as discrepant.

What this means for your order

Treat MOQ as a question about the shipping unit on your lane, not about the seller's willingness. Ask two separate questions: what is the smallest economic unit for this route and temperature regime, and what is the earliest realistic readiness date once certification is accounted for.

Any lead time quoted before the certificate model and the establishment-listing position for your market are confirmed is an estimate, not a commitment. Confirm those two points, fix the Incoterm, then book. Build the credit's presentation period and the bill of lading release route into the plan before loading: those deadlines sit outside either party's control and are the commonest cause of a shipment produced on time arriving late.
