Pork HS codes explained
How HS heading 0203 divides pork into six international subheadings, what carcase, bone-in ham and "other" actually mean, and where the EU’s 8-digit CN code takes over.
Pork is classified in the Harmonized System under heading 0203, "Meat of swine, fresh, chilled or frozen". The heading divides into six six-digit subheadings: three for fresh or chilled meat and three mirroring them for frozen, split in each case by presentation — carcases, bone-in hams and shoulders, then everything else.

The structure is symmetrical: the first decision is not what the cut is but what thermal state it is in. The same cut chilled and frozen sits in two subheadings, each with its own duty line.
0203.11 and 0203.21 — carcases and half-carcases
Whole carcases and half-carcases only. The EU's additional notes to Chapter 2 define a half-carcase as one obtained by division through each cervical, dorsal, lumbar and sacral vertebra, through or along the sternum and the ischio-pubic symphysis. Anything cut further falls elsewhere.
0203.12 and 0203.22 — hams, shoulders and cuts thereof, with bone in
This covers the hind leg (ham), the fore leg or shoulder, and cuts of them, provided bone remains. The words "with bone in" do the work: remove the bone and the same piece drops into the residual subheading, so a boneless ham is not a ham at six-digit level. Commercial and tariff language diverge exactly here.
0203.19 and 0203.29 — other
The residual subheadings pick up everything that is neither a carcase or half-carcase nor a bone-in ham or shoulder: fore-ends, bone-in loins, bellies, jowls, trimmings and all boneless cuts, including boneless legs and shoulders. They carry a wide range of goods at very different values.
Six digits are international, eight digits are European
The six-digit code comes from the International Convention on the Harmonized Commodity Description and Coding System, done at Brussels on 14 June 1983 and in force since 1 January 1988. Contracting parties undertake to use all its headings and subheadings without addition or modification, together with their numerical codes, and to apply the General Rules for its interpretation. The edition in force is HS 2022; HS 2028 enters into force on 1 January 2028.
Beyond six digits, coding is regional or national. The EU adds two digits to form the eight-digit Combined Nomenclature (CN), established by Council Regulation (EEC) No 2658/87. Annex I to that regulation — the CN itself — is replaced each year by a Commission implementing regulation published in the Official Journal by 31 October and applying from 1 January. Under heading 0203 the CN splits:
- domestic swine against other swine;
- within the bone-in legs, hams separated from shoulders;
- within "other", separate lines for fore-ends, bone-in loins and bellies (streaky), then a division between boneless and the rest.
Two further digits give the ten-digit TARIC code, carrying EU measures such as tariff quotas, suspensions and anti-dumping duties. Third countries extend the same base with their own digits, so your export code and your buyer's import code agree for six digits and then diverge.
Offal and fat are separate headings
Not everything from the pig sits in 0203.

Liver, heart, kidney, tongue, heads and feet go to 0206, not 0203. Guts, bladders and stomachs are excluded from Chapter 2 by Note 1(c) and fall in heading 0504, where casings sit. Pig fat free of lean meat stays in 0209 whether fresh, chilled, frozen, salted, in brine, dried or smoked; rendered lard leaves Chapter 2 for Chapter 15.
Heading 0203 also stops at the point of preservation. Salted, in brine, dried or smoked pork moves to heading 0210 — 0210.11 bone-in hams and shoulders, 0210.12 bellies (streaky) and cuts thereof, 0210.19 other swine meat. Cooked or otherwise prepared pork moves to Chapter 16: sausages to 1601, other prepared or preserved meat to 1602. A lightly salted chilled cut does not automatically become a 0210 good: for CN subheadings 0210 11 to 0210 93, "salted or in brine" means meat impregnated deeply and homogeneously with salt in all parts, at 1,2 % total salt or more by weight, the salting ensuring long-term preservation.
How misclassification causes problems
- Duty. Rates differ between subheadings and between chilled and frozen. Under the Union Customs Code a customs debt cannot be notified more than three years after it was incurred, extended to five to ten years under national law where the debt arises from a criminal act; interest on arrears runs from expiry of the payment period.
- Quotas and preferences. Tariff quotas and free trade agreement origin rules are drafted by heading and subheading. The wrong code means the wrong quota, or a preference claim that fails on audit.
- Border controls. Sanitary import requirements and border control post lists are keyed to codes. A mismatch between declaration, health certificate and invoice holds the consignment, with chilled product on the clock.
- Licensing and statistics. Import licences, customs declarations and Intrastat returns run on the code.
What this means for your order
- Agree the six-digit code in writing before shipment and put it on the invoice and packing list.
- State the cut, the bone-in or boneless status and the thermal state on commercial documents: those three facts determine the subheading.
- Let the importer confirm the national extension beyond six digits: they are the declarant and carry liability for the code used.
- Keep the code consistent across invoice, packing list, health certificate, transport document and customs declaration — discrepancies trigger queries.
- Where classification is arguable — boneless legs, trimmings, part-boned cuts — an EU importer can apply for Binding Tariff Information under Article 33 of the Union Customs Code, Regulation (EU) No 952/2013: valid three years, binding on the customs authorities of all Member States and on the holder.
- Re-check the current CN before each season: a new Annex I is published every year and code lines can change.
