Vacuum packing, IWP and block frozen compared

What vacuum packing, IWP and block frozen actually are, how each affects shelf life and presentation, and how the choice changes carton weight, pallet efficiency and who can use the product.

Vacuum packing, IWP (individually wrapped pieces) and block frozen are three ways of presenting the same cut inside a carton, and the choice follows two questions: does the meat move chilled or frozen, and will the buyer use the whole carton at once? Vacuum packing seals each piece in an evacuated barrier bag; IWP wraps pieces separately so they stay separable after freezing; block frozen freezes loose pieces into one solid mass.

Wrapping, packaging, and why the distinction matters

Under Regulation (EC) No 852/2004, Article 2(1)(j) and (k), "wrapping" is placing a foodstuff in a wrapper or container in direct contact with it — the bag — while "packaging" is placing one or more wrapped foodstuffs in a second container — the carton. All three formats differ mainly at the wrapping layer.

Regulation (EC) No 853/2004, Annex III, Section I, Chapter VII, point 5 requires exposed meat to be stored and transported separately from packaged meat, unless separated in time or handled so the packaging cannot contaminate it. Under Annex II, Section I, part C, point 10, where packaging contains cut meat or offal the identification mark must be applied so that it is destroyed when the packaging is opened; where wrapping gives the same protection as packaging, the label may go on the wrapping instead.

Vacuum packing

The cut goes into a barrier bag, air is drawn off, the bag is sealed and usually shrunk in a hot-water tunnel. Without oxygen, surface myoglobin stays in its deoxygenated form, so vacuum-packed pork looks dull purple-pink in the bag and blooms brighter minutes after opening. Exudate ("purge") collects in the bag; heavy purge points to problems upstream in chilling, pH or handling.

IWP

Every piece has its own wrap — polythene bag, heat-sealed flow wrap or vacuum bag — before it goes into a lined carton. The defining feature is the outcome, not the film: after freezing, pieces separate cleanly and can be counted, weighed and drawn one at a time. Interleaving (polythene sheets between layers) gives partial separability more cheaply; IQF freezes pieces individually and suits dice, trimmings and offal.

Block frozen

Pieces are packed loose into a lined carton, sometimes pressed, and frozen in it. They fuse into one mass in the carton's shape: dense and well protected, but indivisible without tempering, sawing or a frozen-block breaker.

What limits shelf life in each

Chilled shelf life is microbiological. Excluding oxygen suppresses the aerobic spoilage flora that dominates exposed surfaces and shifts the population towards lactic acid bacteria, whose spoilage is slower and less offensive. That is why vacuum is the default for chilled primals, and why an IWP piece in a plain non-barrier bag gains little chilled life: the bag keeps pieces apart, not oxygen out. Statutory limits apply whatever the format: for meat of domestic ungulates, not more than 3 °C for offal and 7 °C for other meat, held through storage and transport.

Frozen shelf life is chemical and physical. Microbial growth is arrested; quality is lost instead to lipid oxidation and to sublimation from exposed surfaces (freezer burn). Both track exposed surface area and the stability of the store, so format changes exposure, not chemistry:

  • Block frozen exposes only the outside of the block; the interior is shielded by the meat around it. The weakness shows once a block is opened and not used at once.
  • IWP gives each piece a barrier, but total film area is far larger and each wrap is only as good as its seal.
  • Vacuum, then frozen is the most protective and the most expensive per kilo.

Where product is marketed as quick-frozen, Council Directive 89/108/EEC sets the reference: −18 °C or lower at all points in the product, stable, with brief upward fluctuations of no more than 3 °C during transport. Regulation (EC) No 37/2005 requires transport, warehousing and storage to be fitted with recording instruments conforming to EN 12830, EN 13485 and EN 13486, with dated records kept at least a year.

Processors working to a recipe usually prefer block frozen: cheapest per kilo, densest to freight, and it feeds straight into a flaker or bowl chopper. Buyers who draw part of a carton pay for separability.

Carton weight and pallet efficiency

Net-to-gross. Loose pieces settle into voids before freezing, so block frozen carries the most meat and the least packaging per kilo. IWP carries the most packaging: film on every piece, plus the air the wraps trap between them.

Cube. A frozen block is square and stacks squarely. IWP cartons of the same external dimensions hold less, so net weight falls or the carton grows. Frozen vacuum packs will not settle, costing pallet height.

Footprint. The EPAL Euro pallet measures 1,200 × 800 mm, stands 144 mm high, weighs about 25 kg and has a 1,500 kg safe working load. Carton footprint should divide into that cleanly, or overhang and void travel with every load.

Sea freight is bought by the container, so the binding constraint is whichever runs out first: dense frozen blocks tend to reach the payload limit, IWP the cube limit. Under Incoterms 2020 the costs attached to each rule are consolidated at article A9/B9.

What this means for your order

  • Packing format does not change tariff classification. Pork sits in HS heading 02.03, "meat of swine, fresh, chilled or frozen". The six-digit code turns on fresh or chilled (0203.11, 0203.12, 0203.19) against frozen (0203.21, 0203.22, 0203.29), and then on carcases and half-carcases, hams, shoulders and cuts thereof with bone in, or other — not on bagged against blocked.
  • Settle chilled or frozen first; that alone keeps or removes block frozen.
  • Specify pieces per bag and film specification, not just "vacuum packed".
  • State whether the block must be usable whole, or whether part-loads are needed.
  • Ask for carton external dimensions, tare weight and cartons per layer before pricing gross-weight freight.
  • Agree fixed-weight or catch-weight cartons, and the net/gross basis, in writing.
  • For frozen, the date of production and the date of freezing, where different, must be made available to the operator supplied, under Annex II, Section IV of Regulation (EC) No 853/2004, inserted by Regulation (EU) No 16/2012. Prepacked frozen meat sold to consumers additionally requires a date of freezing under Annex III, point 6.1 of Regulation (EU) No 1169/2011.
